As long as the system is stil in excellent shape, I'd buy it (especially if it's the black version). If the games aren't the games you want, I would probably just go with a brand new one for $250 or I would just wait. I've logged in a dozen hours of Super Street Fighter already despite owning it for the 360 and playing it almost daily. You'll fall in love with the portable version and the simplified control options if you're into the series at all.

I got a 3DS the other day at my local CEX shop, traded some dvds and games in towards it and got it for £103. Mind you it was used, but it came boxed and was like new. I purchased Zelda with it, but, I think I will sell it and buy another 3DS game, even though there isn't really that much of a selection at the minute. Just hopes the 3DS amuses me more than the DS did, I bought it because I'm hoping they cater for the hardcore more. I was looking forward to the Assassins Creed game, then it got cancelled, so Resident Evil: Revelations is the game I'm most looking forward too.

i was actually contemplating on just getting a new one at around $250 but games generally cost around $30. so 2 free games sounds really good. even if i ended up not like them, i could sell em for a few bucks and get one that i might like.either that or i could just well the whole thing for a profit.
the last sf i enjoyed was ssf2 the new chalengers. didnt get into turbo or the sf3 series much. sf4 on the ps3 was ok but got old fast due to me feeling cheated by capcom when they released ssf4.
you want it just to look at something that is 3D? i mean if you do not like the games on it and your not interested in any game coming out on it then don't buy it.
you would be better of borrowing one from a friend or something...
