I'm betting that they underestimated the resources needed for "next gen" games. It could be as simple as not budgeting enough time for developers, or even the tools/system making things difficult.
It could also be that they are sinking money into time consuming and relatively unimportant features. Heavenly Sword cost 20 million, yet its relatively short. It seems that most of this money went to mo-cap, 7.1 audio and the like. Now all those things are nice, but they also cost plenty and surely add to the development time, all the while they are some features that aren't going to be noticed by most consumers (7.1) and really don't help sell games.
