Emulators are completely legal. ROMs aren't. 

That being said, Dolphin is an emulator, there for it is legal. If I download a PS2 emu right now I can play my PS2 games on it legally.

you can bend the rules but it will be illegal

 

its like saying i have an 360 and halo but i rip the game disc and play it on my pc

 

but that is just an excuse,that doesn't happen most of the time.

If you own the game, you can play a pirated version all you like. It's called creating a backup, and playing the backup disc. Some game collectors buy games and leave them factory sealed to preserve them, while playing pirated copies.

Doesn't happen often with current gen, but go a generation back and it happens all the time.

It isn't, but because there is a legal front to emulators, they have no reason to ban them.

It's also hard to stop this. Pirating PC games is easy as pie, emulators are even easier. All people can really do is remove them off cell phones and stuff...which I really lame because I own a copy of Chrono Cross and my PS1/PS2 are broken.... Was hoping to play it on my new android phone, but no...

yeah you owning PS1,PS2 at one time makes what you do not pirate,all good for it
