I don't know about the multi.... but I think it won't be in the campain mode at least not how we know it.... it wouldn't make sense chronologically.... I mean it ends with reach.... so if it's not after why it would come back then unless they twist it in a way that we meet the spartan that leave on Halo Wars and that they share tech but still...

I know.... but the explanation for the armor being different in Halo 1 to 3 was that technology faded after the fall of reach that spartans were eradicated and only the &*^*&^ (can't remember the name of the armors) was still available or something like....

I'm not an expert but there is a reason in the back stories for why the armour changes. In Combat Evolved Masterchief sported the Moljnir Mark V armour. He later received an upgrade to the Mark VI after he left Reach just prior to it falling. The Mark VI is what allowed the interface with Cortana and was a significantly better set of armour as it included Biofoam to allow healing capabilities (hence the regenerating health).
Masterchief was of course a Spartan II which were the best Spartans ever built but due to the rigours they were put through. The fact it took so long to develop these soldiers, and they were so hideously expensive with a poor conversion rate meant the Spartan III project was created. The Spartan III's were cheaper to produce and due to the improvements in the genetic enhancement treatments the wash out rate was significantly lower, although they weren't as tough as the Spartan II's as they didn't get quite the same enhancements. They were also given drugs to bring them to maturity a lot quicker. As they were so much cheaper and quicker to create the Spartan III's were somewhat of a expendable force and hence weren't kitted out with Moljnir armour which was too expensive given the larger numbers. The first batch of Spartan II's produced about 33, the first batch of Spartan III's was around 300. The idea was superior numbers would make more impact than a slighter better soldier. Spartan III's by and large used SPI (Semi Powered Infiltration) Armour.
One of the exceptions to the above is Noble team who we saw in Halo Reach. They were a special taskforce pulled from the first two Spartan III companies and teamed up with a Spartan II. As a result of their mission they were given access to Moljnir armour too. I'm not sure if it is Mark V or VI armour though as they are a variant armour but I would guess given the timeline as I understand it they can only be Mark V as the Mark VI wasn't in service till after Reach fell (it was developed elsewhere).
Sorry for the essay but I just wanted to highlight that the armour actually got superior through the games except for Reach. The variants and powers available in Reach are a consequence of the development of the Moljnir armour by Dr Hallsey that the Masterchief never got access to. There is talk that the last phase of Moljnir the Mark VII was being worked on by DR Hallsey so we may see this armour appear in the new trilogy. I would also not be surprised to see some Spartan II's that are listed as MIA make a reappearance.
