Go to the average club and pay attention to what women are wearing, the vast majority of women will be dressed in a way that is not dramatically different that what you would see them wear to school or work, and a small portion of women are dressed in a very provocative way that would stand out in every situation. The difference is that most women go to the club to have a good time with their friends, and the women who dress "slutty" go to the bar specifically to attract a lot of attention from men so that they can drink (and possibly do drugs) without paying for it.
The dressing in a provocative way and getting into this kind of dangerous position are heavily interconnected; and if the women took her personal safety seriously she wouldn't be dressing in that way to get that kind of attention from men simply because of the "perks" that come from it.

The dressing provocatively is not what causes women to wind up in such dangerous situations, so instead of telling them to not "dress like sluts", he should've told them to not talk to strange individuals, avoid drinking large amounts of alcohol when around unknown people, and avoid drugs (which are illegal in the first place). Recomending they take up self defense and carry some sort of protection with them like pepper spray, a pocket knife, an electric zapper thingy (or a gun if it's legal) would've also been appropriate. "Provocative clothing" is also very subjective. I know conservative people who think that women wearing jeans is "indecent" and "provocative".
Also, women are punished by society for not repressing their sexuality. The fact that the world "slut" is only applied to them, and that there's practically no such thing as "slutty clothing" for a man proves this. Sluts get too much of a bad rep.
