For me it has no games.   For people whom like the 4 types of games listed it does.  It can be both it just depends on the taste of the person you are asking.  

Oh man, would I be happy if Vita got such games!! I mean, I fail to find time to play the games I already have, but this is EXACTLY what I want to get in the future. I want a GTA, InFamous, I want a TES game, a Witcher game, I hope the next Borderlands comes our way as well, I'd love to play Diablo III, etc.

Also I think that one problem Vita has is that the games come is such limited numbers. When I go to the shops, there are almost only the same old games available - Uncharted, Lego Batman, Rayman, etc. All old games. If all the new releases actually hit the stores in reasonable numbers, that would draw people's attention.

Imo, the root of all this problem is that western developers has mostly ignored handheld development. Not even the 3ds got western 3rd party support. Nintendo can survive on first party titles alone, but sony has always relied on 3rd party to sell their devices. Simply put gaming handheld in the west simply isn't viable anymore.

Hey if you truly want to brainwash our children like you did back with Pokemon you need to make Youkai Watch become a thing here =P

It's not ignorant. It's a very common and derisive way of of saying it has no games that interests me.  No one needs the that interests me tagline except people sensitive about the library of their console of choice. I wouldn't need to say in my opinion or that interest me after any other statement I make on this forum because it's implied these statements are of my own opinion or in relation to me unless otherwise specified.  

My friends call me a game snob all the time.  So my tastes are particular.  

I don't need it to be big budget. I don't need it to be pretty.  I need the games to be high quality. For me that tends to mean not lacking in content, fun and free of bugs that aren't fun.  If the bugs are fun they can stay. You are the only person so far to even getting close to equating budget with quality here.  

I'm not looking for shooters personally. If it has a novel seeming setting or mechanic I may check it out.  There are plenty of other types of 3D action games outside of FPS and TPS. I'm tired of people thinking Killzone and Uncharted can replace all 3D action games:

Not the best examples but a list of what PS3 got in 2013 that fit what I'm talking about that don't fall into those categories of FPS, TPS, Sports, Racing.  Other console sell well because they have MANY, GREAT examples of the most genres.  People chose to say Vita has no games that interest them in a derisive manner because PSP managed to get more games and of greater variety.  It had twice as many higher rated 1st party entries than just Unchrted and Killzone in the shooter category to boot.  

I can't believe someone on here accused me of not liking Japanese games cause I'm ignorant. I LOVE Japanese games and prefer them to most western games.  We just have very different definitions of what good Japanese games are.  For me look at Japnese publishers in the late 80s to early 00s Like Cacpcom, Konami, Square, Namco, Nintendo etc.  I think them not being as good today is why all consoles are failing in Japan be they home consoles or handheld ones.
