I heard that the main reason is Europe physical launches need multiple versions of the package, one for every language spoken. So, basically, a publisher must translate and prepare a cover in English, one in Spanish, Italian, French, German, Swedish, Polish, etc, and then set for different marketing mixes (different prices, different distributors, etc.) and such.
So there's this propension, expecially from little companies or niche games, to avoid such complexity (and costs) and launch digital only in Europe, while perhaps risking physical for the US of A.
I'm glad that mid-size companies like Atlus was (now part of Sega) and TecmoKoei managed to launch physically in Europe Persona 4G and Toukiden respectively. But for companies like Compile Heart I'm afraid there's no hope...
