TLS in 2011 as well as KH3D in 2011 in the West would be my guess. Both seem more likely to go into 2012 based on the delay between JP and NA release for Xenoblade and KH3D not being out in Japan yet.
edit: KH3D might be ok because she didn't specify Western release, but TLS is still unlikely to happen.

I'd say TLS could go, unless they really are releasing Xenoblade in the fall and they feel it would be redundant, but i don't think time is as much of an issue (Xenoblade's delay was not because it took them that long to do it, it was a choice to take that long)
It would be nice if they had something for early 2012 too, after all.

There's a chance. Fire Emblem had a 9 month delay which would put TLS in November, but I still lean more towards early 2012 over late 2011. what evidence is there towards the Xenoblade localization taking that long because of choice and not necessity?

localization shouldn't take that long, true, but it's all dependent on what kind of localization teams Nintendo has and how much effort they put into it. If we assume that Fire Emblem was done at their localization team's normal pace then it would just be a question of if Xenoblade could plausibly take almost twice the amount of work as Fire Emblem to localize.
I'd imagine that your more common JRPG with tons of exploration takes more effort to localize than a Strategy JRPG where scenarios are compartmentalized. But maybe Xenoblade was particularly short, I'd have to look into it. Regardless I don't think that taking a long time necessarily means that they did that by choice.
