That's because your reading comprehension is terrible.

Games can be playable a couple of years before they are released, so even if the Project Cafe launch is still a year off, it doesn't mean that 20 playable games at E3 2011 are impossible.

The "3 games at launch" part clearly refers to Ubisoft games.
