In Germany the age ratings are binding - so if you want to buy a USK18 game you actually have to be 18 to legally buy it. If Sony offers those games for free there is no way to tell who downloads what - a 14 year old could download inFamous, which is rated USK18 (no idea why). That's why we barely get any demos in Germany and our PSN prepaid cards are rated USK18. xD

Well it sucks for people that already have all those games, but for me it's pretty nice. I only have LBP on both PS3 and PSP.
I'll also be sure to check out the PS Plus stuff to see what all the fuss is about.

I don't remember blood, but I'm not sure. Simply being able to kill people usually doesn't earn a game an 18 rating - there are tons of games, where you can kill people, that are usk12 or usk16. (maybe it's because you electrocute people instead of just shooting them with a gun)
Don't get me wrong, I'm all for an appropriate age rating - gory games like Fallout* or God of War deserve their usk18 ratings. InFamous is imo pretty harmless though - usk16 would have been appropriate.
*Fallout's (3 and NV) rating fails anyway - it has an usk18 rating but it's still cut, which sucks. You've reached the adult age, but somehow the state still doesn't let you decide what kind of media is appropriate for yourself. At least on PC you can get the games back to their original uncut state (via blood patches and some *.ini editing), but it's annoying that you have to go through all that trouble just to enjoy a game like it was meant to be.
