I can't say if it'll work, but I actually think a slower start for the 3DS than the Wii is a good strategy in the long term.
For one thing, NIntendo are making loads of money by selling the system at a large profit atm. Another thing is that supply and demand are more in tune with each other, which can help build up the brand in a healthier way than it was with the Wii. The third reason this is good imo is that it prevents the system from gaining the "fad" status that Wii got when it was selling like crazy during the first 2 years. I actually believe many publishers looked at those insane sales numbers and classified Wii as a "fad" that couldn't be sustained, and started predicting an inevitable consumer backlash and a market crash then and there. It certainly caused a developer backlash, I'll tell you that.
Human beings need time to accept anything that is new and different, otherwise they tend to ignore it. This is true for developers and publishers as well.
Until you've played it, every game is a system seller!
