From a fantasy perspective this may not be a bad thing, in reality it has significant problems ...

While people may argue about the handful of high successful/unsuccessful outliers, most success and/or failure in our society is based on rational factors. One of the biggest and most influential of these factors is that hard-work, perseverance and delaying immediate gratification in adolescence sets people on a path of (almost guaranteed) success in life; and the converse of this is also true.

In your mid 20s, if you want to be the biggest sex addict the impact of this negative behaviour on your lifestyle is fairly limited; but in your teen years it will be significant.

Here in the U.K it is 16, which seems reasonable to me.  If under 16s are in a relationship they just disregard it from my experience, I didn't get my first 'serious' girlfriend until I was 16, but an arbitary age limit would have never stopped me.
