Age of consent if Netherlands is 12? WTF

Here in the U.K it is 16, which seems reasonable to me.  If under 16s are in a relationship they just disregard it from my experience, I didn't get my first 'serious' girlfriend until I was 16, but an arbitary age limit would have never stopped me.
