Well, if you don't mind games like these, try Recettear: an item shop's tale.
Yeah, it reeks of anime, but it's pretty addicting and simple. It's like a game for lunch break with plot.
You play as a girl named Recette and you're working off the debt with help of a fairy (named Tear). To pay the debt off, you're running an RPG item store, selling stuff to regular people and adventurers. You can also go to the dungeon with said adventurers to get more loot to sell in your store.
Also, translation is made of win.
Oh yeah, the game doesn't require mouse to play (its all keyboard based), you don't need sound for that and its not hardware demanding.
Heroes of Might and Magic 3, meets all your criteria, cheap to get (use gog.com!) and easily the best heroes of the entire series.
You can also give Master of Orion I & II a try... if fact just go to www.gog.com and have a look at their selection, almost all games are classic hits that have been tested to work on newer OS, they're usually very cheap and have no DRM. An a lot of the games in their library meet your criteria.

I would second this as well after my other recommendation, the games a little bit more processing power than the stuff I recommended earlier and require steam but its well worth it. An easy 20 hours sink and more if you are a completionist.
