Oh I know he's at the same level, but I mean are all the abilities unlocked since you don't have your crew at the beginning?

No, they should be there as soon as someone become loyal and then in Mordin's lab you can select which of these character specific loyalty abilities you want. Not sure what's going on with your game ...

On my Insanity play through, AI Hacking saved me a TON, especially during Overlord. Having the whole squad target the Geth Destroyers, Juggernauts or Primes (you know, the 12" tall ones that rush you without stopping) until its defenses are down and then hit it with the hack repeatedly. Saves a ton of ammo and keeps you from having to get too close on the battlefield. Not to mention the AI Drone keeps them from rushing you too much.
Yeah, Tali and/or Legion vs Geth means just fantabulous command of the battlefield.
