I still say you're reaching. The article says nothing about fees for using more discs.
Now I was reading about PGR4 having to remove content. Apparently they wanted to do some sort of effect that that changes from day and night. But apparently to accomplish this they needed more space for textures. It had nothing do with the cost of an extra disc. They just didn't want players swapping discs for a weather effect.
I forgot to mention that Rage will be on two discs by the way. That was announced a while back. You may want to read this article, it actually makes a mention about using an extra disc has cost but not royalty fees from MS... http://www.shacknews.com/featuredarticle.x?id=1001
Finally, Lost Planet 2. Assuming they did remove content to fit it on a single DVD, well we already know Capcom is cheap. They are the same people who sell bullshit DLC. Don't forget on SSFIV for PS3 you don't see DLC costumes unless you bought them. Simply because Capcom doesn't want to pay Sony bandwidth cost for free DLC.
