It's already out in Europe. America will likely get it today. What would be the point of announcing that in the Japanese site?

It could have something to do with that Megaman-"which console?" Poll vote off.
I remember reading Inafune said that Capcom is working on many exciting projects.
Hope this might be linked something.

Im pretty sure it was just a merchandising push. Clicking on the expired countdown takes you to a merch page. No info on Megaman in the Brawl update for monday either. =\

It says "Rockman 20th Birthday Present Campaign". It is some sort of sweepstakes that you can enter to win special Rockman birthday items. My Japanese is not perfect, but I'm pretty sure that it says that the number 1 winner gets autographed drawings. It includes autographs from just about all of the creators, producers, and such. Only one person gets that grand prize. The runners up get keychain, shirt, or posters.
If you were expecting a new game, this is a big disappointment. I wouldn't mind that grand prize though.
