I suspect not.
... unless it launches F2P.
It isn't going to be a system seller because there isn't enough content to sustain a majority of players for more than a month. Lvl 1 - 9 takes about 4 hours, lvl 10 - 20 probably takes about 10 hours and I've heard that lvl 20 - 30 is probably 15 hours or so.
There is some critical issues around replayability IMO, given that heroes and villains play in the same areas and are often given the same (or very similar) mission arcs (e.g. fight Bane). The individual mentors give out unique missions, but thus far it appears to be about 1 for every 5 levels, with the gap being taken up by playing through missions given by other mentors.
DCUO is fun on the first play through. However, a lot of PS3 players are going to get up in arms about a game they can 'finish' in a week but have to pay a sub fee for.
(NDA has been down for a while now, so I'm not breaking anything.)
Also, today saw a number of retailers announce a DCUO release in mid-January. SOE is remaining silent for now, but it is interesting that a number moved at the same time. If DCUO is releasing in January, SOE is leaving itself no time to build any market awareness for this launch.
