You can't flash a 3000 series PSP, there are certain exploits for the later ones that allow you to run homebrew, but you can't perminately install a custom firmware on it. I'd tell you what you could do more detailed, but they'd ban me, so use google.

Actually I think you're out of luck right now with the 6.35 firmware.
As far as I know, psp can not be flashed to run homebrew and emulation if above 5.03 firmware.
Once flashed they can support games which require latest firmware, but you can't flashed if they have been upgraded.
Off topic, but I can't seem to find Peace Walker anywhere in the PS Store except bundled with Portable Ops -_-
