Lawls. Yes they still do. That's why monolith couldn't use any direct references to Xenogears in any of the Xenosaga games (characters and story are all SE property). That's why everyone (including Tetsuya Takahashi) calls Xenosaga the "spiritual" successor to xenogears, he also refered to the developement of Xenosaga to "starting from scratch". On a financial standpoint it would have been impossible for Monolith to buy out the Xenogears IP from Squaresoft when they left, they (monolith) don't have the money to pry the Xenogears IP from big square enix. Also, "Xeno-" cannot be copyrighted by anyone and it isn't, S-E owns the IP of Xenogears and Monolith Soft (which is working under Nintendo) owns the IP of Xenosaga, If a company came out and made a game called "Xenophobe" or "Xenohomo" neither S-E or Monolith can do anything about it unless they blatantly/directly use the same exact characters and story line. Using Parodies of the characters are acceptable if done very carefully and that is exactly what Takahashi did in Xenosaga (he admitted this himself before xenosaga was ever released) inorder to prevent Square from sueing him.

If FFVII gets remade, I say the PSP is the most likely, along with a plain port on the DS, mainly due to those systems having the lowest development costs, while still having potential for decent sales.

 I'm pretty sure Sony has first dibs on the FFVII series being on their systems exclusively since they published the original game. 

That is not necessarily so. Those usually just apply for that release. Breath of Fire 1 was published by Square, but Capcom had all remakes and ports.
