More like disc-locked. The DLC that works for you depends on the code on the disc. Obviously different regions have different codes, and for some games, even different countries within the same region can have different codes (I'm looking at you, Uncharted 2).

Anyway, to put it short, you'll need to buy it from that country's Store from which you bought the game. Buy the NA version, you'll have to use the NA Store as well for DLC.

Why do PAL territories get the cool metal cases. Over here we get a regular copy of the game with a bunch of random junk we don't need, usually for $100 or more. I just want to spend $10-20 more than normal and get a fancy case and some other small goodies. Is that too much to ask??
