Almost always, the will of the people don't care so much about military alliances. Economic alliances are much harder to break off (for better or worse).
So where in the past two leaders who got into a pissing contest could start a war, not so much in the EU. For the countries of the EU to enter war with each other, something much bigger has to happen.
