This thread can never truly get a definitive answer, as one mans garbage in another mans gold.

In my opinion, Grand Theft Auto 4 takes the crown, by far.

for me it has to be motion controls. not necessarily games but a style to play games :)

The first Mass Effect and Grand Theft Auto 4.

Mass Effect is a technical mess and after the "Expose Saren" mission, I just couldn't take it anymore. The controls are bad, the frame rate is bad, the screen tearing is bad and the loading is annoying. The game may have an epic story, but if I have to walk through crap to get see it, then it's not worth it.

Grand Theft Auto 4 is just boring. Drive this lady here, do this and pick me up from here, it's just repititive at the beginning and then you have everything in the game being sub par. The combat is horrible, the driving is annoying, the presentation could be better and the setting is very similar to the older games. The series peaked with San Andreas and I still think the franchise relies far more on name, than it does on the actual game. 

Overrated According to what? Metacritic... or what I percieve is other peoples general opinions of games are?

That mass effect applies to just the 360 version yes >_>?. The PC version has none of those problems... the only thing that's still annoying from what you listed are the mandnatory elevators.
