No they don't , " Action " games have their fanbase in there, and they call FPS games Action games.

Has any FPS sold over 1 mil in Japan? Or even close to that?

Just coz I'm here, the two best selling FPS's in Japanese history are the Modern Warfare games for the PS3, with 250,000 to 300,000 copies each. So no.

Japan is a smaller country than the whole American Region, things do not sell in millions unless they're super popular.

While it is smaller lots of games have sold comparable with both the US and the Others region. I believe that Japan alone has almost as many million sellers as those regions (don't know how to find the charts on the new VGchartz so I can't check to make sure). Plus Japanese video games (judging from the charts) are more likely to be successfull in the West than vice versa, and that has nothing to do with Japan's size, but rather their xenophobia.
