The name you're looking for is Shigesato Itoi and he said he was done with the series but wouldn't mind if someone else made Mother 4. And the potshots are kinda annoying since NoA have done their damnedest to get the series here but legal reasons keep them from doing so unless they change a few things and Itoi/NoJ won't allow it to be modified so much.
As for the Fatal Frame and Disaster potshots those are average run of the mill games not worth more than a bargain bin pick up... NoA said they would publish them if the games were polished some more.

Guess that explains why they were consistently promising, and then finally releasing, Sin & Punishment 2 in America: It met up to their standards of quality-control despite definitely not being a potential blockbuster title.

They promised that after Sin and Punishment sold fairly well on VC and reviewed well on many sites.

Yes, because Wii Music is so much better than Disaster or Fatal Frame. I know they're "average at best" titles, but when the Wii was struggling to have anything hardcore-oriented--which is the whole time it's been out--NoA didn't help things by choosing not to publish more games. Average run-of-the-mill games published by Nintendo still garner huge sales from Nintendo fans. They both would have, I'm quite sure, been successful in the States, and they would have added some much needed weight to the number of hardcore titles on the system.
It's a franchise with only one of its three games released outside of Japan and, without EarthBound's release on Virtual Console, it means there are no efforts from Nintendo to promote it here so then they can think about a sequel released worldwide.

I'm sorry that I haven't payed attention about the details of these legal reasons, can you explain/define/lay out these reasons and such...

The big one stated about Earthbound on the VC was wanting to change the music for the Runaway Five since it was so close to some Blues Brothers music, which they are a parody of the Blues Brothers so it makes sense the music is similar, Nintendo's lawyers expressed how that could lead to a lawsuit, why this was okay for the SNES and not okay now it beats me, they said a there were more minor changes they wanted too but all of it was rejected by Itoi and NoJ it was either the whole product or nothing.

Now I get it, I can see the skepticisems of bringing the series out to the statesides, unless something is given for a (inevetable) collateral...
But isn't this on par with the whole Donkey Kong arcade, unless Itoi himself remotely say that some the stuffs in the games were a direct inspirations/parodies of another intellectual property?

A lot of the Mother series draws inspiration from The Beatles, since there's plenty of flat-out references to it in the Japanese games.
