the only way it can be the highest rated game ever is get 100/100 on meta and thats beating Ocarina of Times's 99/100 record.. if you talking about racing games.. then it will happen lol

Seriously guys its gonna beat Forza 3's metacritic with ease and it will definitely get better then a 92....I predict 94-96.

I think it will nail about a 93/94 score. Will be probably the best racing game of all time. But it isn't really doing anything new.
