For the most part, as long as the bill is still identifiable, they usually won't do anything about it. When I worked at a bank, I saw bills that had all sorts of things written on them, from happy birthday to... things best not said here. (The latter we set aside to remove from circulation.) But it's really too hard to enforce...
And as a preemptive warning to the thread, make sure it doesn't go into how-tos, or that will generate a lock for condoning illegal activities...
