I think part of the reason the Japanese voice-acting is generally superior in anime is that they are directed by the people responsible for the show, whereas the English team is interpreting the show in their own way. This may cause them to represent the events differently.

I don't really have a preference. One thing I've noticed though and which annoys me a little is when I'm watching an anime with subs and I find myself instinctively picking out a certain word or words and repeating them to try to get even a basic understanding of spoken Japanese only to see the same words repeated later on but have a seemingly completely different meaning.
It depends on what anime i'm watching. Animes like Trigun and Full metal Alchemist i like in english, while i like hearing DBZ and Neon genesis in either jap. or english. But then there are animes like Naruto that i prefer to listen to in jap. i usually listen to every anime in Japanese before i listen to it in english.

I generally prefer subs over dubs, although there are some exceptions.
Ultimately subs vs dubs is a matter of what you're used to, and the English/other voice sounds a lot better if it's the first version you hear. The issue with the quality of Western dubs has historically been quite notable, although much less in recent years. The guys who do them have finally started realising that anime fans are an angry elitistic bunch, and they won't stand for shoddy voice overs. =P
Ben: it's not that Japanese are inherently superior voice actors... but they just are in this case. I mean, can you find anyone who's willing to say American movies don't have the best special effects? Voice acting is generally a much more of a respected and developed profession over in Japan, as the concept of what can be done with animation is a bit wider than on our side of the globe, they get paid better etc.
The West has some really good studios like Disney, but projects like dubbing over anime was almost always done as cheaply as possible with amateurs. This is much less of a problem nowadays, but the image persists, and it's not like all of those bad dubs are disappear anywhere.
Subs unless its really early or really late in the day (usually between 11pm-6am) then dubs cause i cant be bothered reading the subs even though it does take a certain feel away when listening with english voices instead of the good ol' Japanese.

i HAVE to watch the subs, english voiceovers make me sik! so annoying, for example the voice overs for naruto and gundam seed destiny are terrible!
however the dubs for cowboy bebop and gundam wing weren't that bad, watchable at least
