The last period of a game's development tends to be it's most expensive.  The number of developers employed peaks, as does the number of people being paid to test the game etc.

It will be interesting to see how much Sony spends marketing the game.  They could spend tens of millions.

and this isn't a normal 2 year game where the last moment alot of work is done.

As I said, and as you would have noted had you properly read my post, the largest concentration of developers AND testers is at the end of the development cycle.

Yeh that's why I say minimum. They made a ton off GT5P, really good investment.

As I said, and as you would have noted had you properly read my post, the largest concentration of developers AND testers is at the end of the development cycle.

the developers remain the same when working on a project and since the project was already going on for a long time then it would have been stable for atleast last few months

also the testers are more but they don't add much to the budget

You appear to lack the basic understanding of the development cycle necessary for us to continue this conversation, it is likely best that we simply respect oneanother's opinions and leave it be.

Who cares if it only cost $10-30 million more than GT5, the interesting point is that any PC IP could be worth this much investment. Judging be the anti-PC slant of the gaming media this must be a surprise. Of course  StarCraft isn't any old PC IP. But still PC gaming is far from dying if anybody would drop this much money even on a proven IP. And lets not forget that historically RTS isn't the most expensive genre to create. Color me impressed, even with a 7 year dev. cycle.
