Not really....most women probably won't be wearing skirts or dresses when playing KINECT games since almost all involve some form of exercise. Not to mention that most women who wear skirts probably aren't interested in video games to begin with .
This is really a non-issue that people are going to blow way out of proportion (like usual)

It's assuming women will only play exercise games or something...the reason why I said it might be an issue with family games is because, it really shouldn't be a case where you have to say hey lets play some games so lets go wear something that shows our legs or asking your guests to come wearing a specefic type of clothing which kinda sucks..and remember talking about the world here, not every region wear clothing the same way at home
and I also think it won't be that HUGE of an issue..however if this report is true, then the number of conditions you have when playing Kinect is increasing and that's just not good....it hasn't even come out yet

errr...all of them? do we have any confirmation that kinect will work while only part of the person is visible? not yet.
dont' forget how kinect works. the information collected in an array of distances. the kinect software has to then look at this (below) if figure out what is human and what is not. if the shape is "odd" there is a good chance that kinect can't identify it and there is a whole range of potential hiccups.
- clothing
- odd haircuts
- disabilities (like missing arms)
- other objects (couch, prop swords, ect)
the question is, what did MS plan for and what did MS forget. I'm sure they can get everything right eventually but the initial release probably will be restrictive.
