For publishers, doesn't sold mean sold to retailers?

1.9 million sold in, but only 70% of that sold through to consumers, according to Gamasutra and the Ubisoft PDF:

Ubisoft credits its results not only to the strong performance of Splinter Cell: Conviction, which launched May 27 (the company estimates 70 percent of that 1.9 million is actually sold through, and mostly on the Xbox 360), but also "good" performance from its back catalog and casual titles.

That's about 1.3 million sold through.

Its 1.9m shipped - you should know better by now. No one ever means games in homes unless they say "sell through"

It wasn't his mistake.  GameSpot f'ed up:

The PC and Xbox 360 game has now sold--not shipped--1.9 million copies, according to the company.
