PSP Minis, as far as I know, have always been playable on the PS3.
And yes, I agree 100% that it would be excellent if PSP games could likewise be played on the PS3.
The only caveats I see (beyond whether it's possible to do clean emulation) would be only being compatible with games bought through PSN unless SCE allowed for some sort of weird set up that allowed you to use your PSP as a UMD Drive to play games off it through the PS3, and from a more practical standpoint, the fact that SCE actually makes a profit off of each PSP hardware unit sold.
I'm not sure they'd want to canibalize sales of the PSP if enough users would rather just play PSP games on the PS3 and save themselves $170, assuming they didn't already own a PSP.
But if they did this, I'd actually double dip on some of my PSP games in the instance that only DD copies bought through the PSN Store were compatible.
