That I have no clue. All I know is that my XBox Live account is automatically a Games for Windows Live account. Maybe it doesn't work in reverse.
Yes, GFWL and XBox Live accounts are one in the same. In fact, GfWL, XBox Live, Zune, Sky Drive, etc are all one in the same Windows Live account.

Given that Fable II saves will pass on to Fable III, it'd be a good idea. I just can't see it happening though. Maybe a Fable II + III pack in?
If you guys would have looked at the actual press release, it says that the Windows version will be available at retail:

Called it!! They're definitely releasing Fable 3 on PC to promote GFWL (lawl) and maybe Natal.
Shows how many stupid people there are in Microsoft's management when they're "pushing" PC games AFTER they killed Ensemble, FASA and ACES studios.
They're afraid of Steam and Valve.
Cool, I will be finally able to play those marvelous games whitout buying this Infernal Machine
