Actually I think that is Sony's arrogance at overestimating the success of their PS Move. I assume they are most likely thinking everyone on the Wii front will just jump right on board, which they won't, IMO. The cost of entry is just way too high for the Wii's audience to "upgrade".
They already made hardware revisions that should start filtering out into the wild soon (the reason for the shortages the last few months). That revision was just enough for them to possibly break even or make a very minor profit per unit sold. The only way they will be able to price cut to meet that ridiculous figure is if they took another major hit on profits and start taking a $100 loss per console sold. With $840 million lost over the last fiscal year, I doubt they are going to want to keep losing money on the PS3.
I am expecting a revision to that figure to end up closer to 11-12m for the year.
