Well if we're just going with best based on reviews I think that it'll be 360 since every other game is going to have a really hard time beating Mass Effect 2's 96.
Going by my opinion and what I expect to be the best I would say PS3 since I still have high hopes (perhaps irrationally) of seeing Last Guardian this year.

I can't say yet. I haven't played Metroid: Other M or Dragon Quest IX yet. Either one could be game of the year for me. Or even game of the generation. Get back to me at the end of the year.

Those feel like my safest bets.

360 running away. Already Mass Effect 2 and Splinter Cell have been awesome, and we still have Alan Wake, Halo: Reach, and Fable 3 incoming.
