They are actually making individual developers implement the 3D for their titles and Sony isn't providing a universal 3d driver, so I doubt they are spending much on this 3D push.
The update on the PS3 is only there because PS3 lacks HDMI 1.4 hence the 3d instructions that are built in to HDMI 1.4 need to be passed along by the PS3, using software.
There are 3 companies out tehre which actually provide 3D drivers which allow for games to be changed to 3D on the fly without any extra work. Nvidia, Tridef and IZ3D. One of these guys need to implement and sell their drivers for a next gen console and then will there be a 3D boom people are expecting!
