1. Its all about what is fun. Since precision means that you must hit the head to be competitive and you must be fast it means that a lot of people may not like the mechanics resulting from said precision.
2. Developers don't assume a gamepad and haven't until the advent of the Xbox 360s controllers direct compatibility.
3. You're making many assumptions that they would have any more fun with precision see above. In addition they still have to learn the keyboard interface which is probably an even bigger barrier for entry.
Wii shooters don't sell but we haven't seen any Move games sell and we probably won't get a split unless Sony explicitly tells us so. Its an assumption until proved true.
The real minority? I dunno, but in the west I would presume that controller / KB+Mouse shooters are about equal in popularity. For the rest of the world consoles simply aren't in the culture.
