I remember when Vice City Stories was released I naturally thought that there eventually would be a San Andrea's Stories, but I've never heard anything about it, Was it ever planned?

i don't know why Rockstar didn't release SAS for PSP since LCS AND VCS sold ungoldly amounts on the PSP.
