That's a bit of a stretch, depending on what you're counting.  For retail console games, I'd say far more than 1% hit a million.  In the database, approximately 3.5% of the 32,811 games have hit a million.  If you only look at the games that have sales data, 15.2% hit a million.  Even more if you combine different versions of the same game.  ~2.2% are at 4 million.

With that said, 4 million seems unlikely.

he definitely has issues...no doubt, but most really creative people do as well so I dont hold it against him.

Would you happen to know what went on with Itagaki and Tecmo? All I know is, he got into an affair with a Tecmo employee (in Japan, that kind of stuff is even more taboo) who was claiming sexual harrassment (when really, she was a consenting participant). And I`ve heard that he had a big mouth (ie. publicly criticizing certain game industry figures and companies, publicly trashing other games, etc.) but I don`t quite know the details of what happened. Talking way too much is a sure way to get yourself in trouble in the corporate world. You can`t trust people at work. Say one bad thing about your company or your boss to a co-worker that you think you can trust and you can find yourself fired.

Mostly, every time he had a new game coming out, he'd always hype it by downplaying some other game.  Like when he said Tekken 'took no skill to play' when referring to his own game or 'Virtua Fighter was repetitive and boring'.  In reference to the other incidents with Tecmo, I can't remember off-hand.  I just remember, not too long ago, they were at odds and it almost led to another lawsuit.  And he was very vocal about many other things preceeding his 'leaving' the company.
