That's a bit of a stretch, depending on what you're counting. For retail console games, I'd say far more than 1% hit a million. In the database, approximately 3.5% of the 32,811 games have hit a million. If you only look at the games that have sales data, 15.2% hit a million. Even more if you combine different versions of the same game. ~2.2% are at 4 million.
With that said, 4 million seems unlikely.
