1. Lots of characters.
2. World Map.
3. Towns.
4. Materia-like system.
5. "Fantasy" style world, eg - FFIX.
6. Chocobo breeding/ racing.
7. Airship.
8. No auto-healing after battles.
9. I think with the above, along with HD graphics/cutscenes, the game will have to be exclusive.

- Towns
- Old-school turn-based system
- Original FF theme somewhere in the game
- Interesting mini-games (ie. Blitzball, card game, chocobo breeding, etc)
- Save anywhere
- More characters (ie. FF6)
- Airship
- New Game+

Just imagine Final Fantasy IX... but with different characters and locations... that'd be amazing, I'm getting a little fed up of all the sci-fi stuff this gen.

Seriously though, go back to steampunk, don't make up anymore summons, just keep the GOOD ones (Why isn't Ifrit a summon in FFXIII?!?!?!), and that'll be a GREAT game.
