Not exactly. We all know that this game won't run on x360 just because Sony won't let that happen.
The graphics aren't a problem here, since you can just make a game with less graphics (something that won't be extremely noticeable because both platformes are similar in graphics) and more than 1 DVD. Also, nobody proved that Mass Effect 2 is using the full power of the x360, so this Heavy Rain x Mass Effect 2 is useless.
As for 3 and 2, I don't think they are good arguments, they are very relative. Look at the sales for games like Fable 3, Oblivion etc.
So, yes, the x360 can run Heavy Rain, but maybe not the way it is on the PS3.
And I am using an imaginary way to argue against those facts.

Quantam is the IP owner so it would depend on the publishing contract Sony has with Quantam. Tecmo was able to port Ninja Gaiden II after only 1 year even though Microsoft published the game. Maybe Sony has a longer exclusivity period in Quantam's contract to prevent the same sort of thing from happening. MS probably didn't care to extend the exclusivity period for NG2 because they figured that the game was too hardcore to have the same appeal as Gears and Mass Effect (which they may have locked up with for the entire trilogy and a period after that). That said, Heavy Rain is unlikely to have much more appeal than Ninja Gaiden II really. NGII almost sold a million worldwide. Looking at pre-orders now, Heavy Rain might not sell close to a million.
