That is because the PS3 actually has a userbase in Japan. But the japanese market is declining and it is very hard for japanese devlopers to focus on Japan alone, they have to be successful in the West, too. And the Xbox sold way more in NA than the PS3, so it makes sense to support the Xbox 360 as a Japanese developer.
That is just one reason. The other reason is that there is still a brand loyality. FF used to be great Playstation franchises. Same with Tekken and DMC. They tend to sell better on the PS3 because of the japanese audience and because they were on the PS2.
But almost every western franchise, especially the new ones, sell way better on the Xbox360.
- Check Borderlands. almost 3:1 in favour of the Xbox 360.
- Check Modern Warfare 2 almost a 3 million gap
- Check Bioshock 5:1 in favour of the Xbox 360 (I know, late release)
- Check Dragon Age 2:1 in favour of the Xbox 360
- Check Assassins Creed I / II
- Saints Row II 2:1 in favour of the Xbox 360
- DJ Hero
But anyway, both sell enough software. 3rd party support won't disappear for one of the consoles.
Imagine not having GamePass on your console...
