Wario, without a doubt. Though Toad's pretty cool too. But there are too many of 'em to be really special. It's not like Toad is one single returning character, it's a race of people, if you can call 'em that, and there's always different ones in every Mario game. Kinda like Pikmin, there's not a single, famously recognizable and returning Pikmin, they're just a big mass of uniform creatures.

On a side note, imo the characters based off supporting characters are really bad, like Waluigi and Toadette.

Princess Peach! sure she gets kidnapped, but if she wasn't captured there would be no Mario games. Plus she has her own amazing game
