Wario, without a doubt. Though Toad's pretty cool too. But there are too many of 'em to be really special. It's not like Toad is one single returning character, it's a race of people, if you can call 'em that, and there's always different ones in every Mario game. 
Kinda like Pikmin, there's not a single, famously recognizable and returning Pikmin, they're just a big mass of uniform creatures.
On a side note, imo the characters based off supporting characters are really bad, like Waluigi and Toadette.
