outside of stalling which is banned period, this move be countered be the stage. Outside of stalling, what purpose would the move have on a stage like battlefield where someone could camp on the top platform? Or the pokemon stage where the stage changes? On top of that you can't be close to someone when you do the move or you will be knocked out of it. Right now you are only banning it based on what you 'think' would happen, not by what's actually happening. It is not game breaking until it breaks the game.
