It is. It will also be released first, then they will begin working on the 360 port.

This means the game will release in Japan about a year or so before the US/EU.

Speaking of importing, I am currently learning Kanji so I can import it as well. I am pretty sure if you learn basic Kanji you can understand a Japanese game.
