You cannot use the numbers to work out sales so easily (ask DKII who does the American Wiiware/VC)
For instance compare LoZ:TP to Metroid.
77k LoZ in the data
30k MP3 in the data.
sales in Europe (VGC)
1.62 million LoZ
0.49 million MP3
Or to Mario Galaxy.
81k in data, 2.14 million in sales
It's not the same ratio.
It does give us a vague estimation, and so does mean Fire Emblem and Okami have low sales, but until the data is more accurate (particularly as Okami is a recent release) we can't say for sure whether it has sold 5k or 20k
Although to be honest how did you work it out to be less than 10k.
If I use the ratio of MP3 (fairly hardcore so in a similar band to Fire Emblem)
MP3 has sold 490k, and 30k are included in the data.
that's a ratio of about 16.3:1
multiply Fire Emblems 2170 (data from channel) by 16.3 and it ~ 35,000 not 10k
same ratio for Okami and it has sold ~ 30,000
-Of course the problem is that we don't know what ratio to use, MP3 is the one I chose because the VGC figures are probably pretty accurate, and it is hardcore like Okami.... but how do you judge these things exactly?
