Because he is the reincarnation of Sisyphus.

Who is Sisyphus?

The Greek myth of Sisyphus: Sysiphus was a Greek king, having founded the city-state of Corinth. When it came time for him to die, he told his wife not to offer the usual offering. When in Hades, he complained about this to Persephone, and asked to return to the land of the living and order his wife to perform the duty. Once there, he refused to return to the underworld, thus tricking the gods and returning to life. The gods punished him for this affront, condemning him to spend the rest of eternity rolling a boulder up a hill. Every day, before he got to the top of the hill the boulder would slip and fall down the mountain again, forcing him to go back down the mountain again and roll it up back up.

A Sisyphean task is one that you do, only for it to go badly or cause even more problems, forcing you to begin again, or simply to never be able to complete it.

Bowser's plot kidnapping Peach is a sisyphean task. Altnerately, if he's an actual recincarnation of Sisyphus, he is condemned to constantly have to capture Peach, only for Mario to come in every time and rescue her. It is his eternal punishmnet for some wron he commited (obviously I'm just horsing around with bedgenome's comment).
