I agree 100%. Which is easier: recording dialogue in different languages or translating millions (maybe even tens of millions) of lines of code into another computer language?
There is no way it will take less time to translate all the code in an entire modern video game into code suitable for another platform than it will to perform localization.
Bottom line: If FFXIII doesn't hit the West until 2010 or 2011, you have M$ and the 360 to thank for it. (I say "you" because I could care less about FF or any RPGs for that matter)
